Hôtel Saint Charles is a nineteenth-century listed Basque villa on Avenue Reine Victoria — a quiet residential street ten minutes from the Grande Plage, five from Biarritz's covered market. Thirteen individually decorated rooms, a garden café, a library, and a terrace. No pool, no spa, no restaurant beyond breakfast, no attempt to compete with the cliff-road hotels two streets over. The Côte des Basques — where European surfing began in 1957 — is a twelve-minute walk. It is the kind of hotel that exists because someone decided the place mattered more than the programme, and didn't reconsider.
